Municipal Separate Storm Sewer Systems (MS4) is a federally directed program.  It is a  comprehensive program that will help protect our water quality and our environment.  Its purpose is to reduce water pollution and protect water quality.  The good news is that it is good for the environment and will ultimately help reduce many health hazards and ecological destruction resulting from water pollution. The bad news is it, of course, costs money.  Although the federal government mandates that municipalities implement this program, there are no federal or state funds dedicated to assist local communities in complying.

According to national studies, storm water runoff is the leading source of water pollution.  Storm water runoff carries pollutants such as pesticides, fertilizers, oils, metals, salt, sediment, litter, debris, and construction waste.  All of this pollution goes untreated directly into our water. The purpose of MS4 is to monitor, detect, control, and prevent these types of pollution.
